What is this rhinestone thing?

Need help identifying this object. Necklace, belt? Age? It consists of rhinestones on mesh. No fasteners, it is tied in the last picture. Any help is appreciated!

I think it's a portion of belt - one end is unfinished suggesting there was more. I would expect another "tassle" so both sides match. Agree it's lovely.

For a new purpose: It would make a very regal dress sash - going from the shoulder diagonally with the tassel hanging free.
