There is a tiny hook. I want to say horse bridle or horse bit or something like that...
 
Ah, I think I've answered my own question. I googled horsebit and found similar items.
 
Are you thinking of a snaffle? That thing that goes across Gucci loafers is called a snaffle, but then again it doesn't actually serve as an operable closure.
 
Everything that comes up under horsebit, now that you mention it, is Gucci. You'd think they had a patent on the idea! It is exactly like the Gucci thing except it does function as a closure.
 
If you want to get even more technical, it's a D-ring snaffle bit. :D

Is that a coat? Very interesting closure. I think I've only seen those (non-functional) on shoes.

Thank you Laura! It is a coat and these are fasteners, but they are slightly disfunctional because they want to come unhooked very easily. I think I'd pinch the hooks tighter if it were my coat to keep.
