I don't know for sure, but I'm wondering if you just hook it over a blouse button near the neck and wear it like a faux-scarf/cravat?

All of the "Top Hit" scarves I have had in the past have been ascot style scarves, like this one:

Maybe the split goes at the back of the neck, so it would look a bit like a collar, when worn?
