What to call this draped accent?

Hi All,

As usual I'm stumped as to what to call this treatment. Even trying to keep the description simple is proving to be a challange. What would you call the draped piece hanging in the back???

The front also has 2 strips of dangling fabric.

Any help is mucho appreciated.

wow! whatta dress! (well the bottom ruffles are kinda nasty, but otherwise, WOWSA!)

can't find any actual "term" for the draping, though. i'll keep searchin my reference books, tho...
 
How about a split swag? Totally made up but its what it looks like. Are the 2 pieces of fabric attached by a snap?
Do you think the deeper pink ruffles were added later? Overall, I think it is a stunning dress.

Dropped shoulder, split swag could work, I'll have to play around with the wording. No snaps, it is sewn attached at the shoulders.

I checked and the ruffles are original (yuck! but that was the fashion!)
