What would you call this dress?

This is another unlabeled find. No sizing tag or anything. I'm guessing it's 70's probably? Wondering whether this is just a maxi shirtdress or if there is a better way to describe the style. Help?

I would call it an empire line maxi dress with bell sleeves and fitted cuffs.
The shape now is late 60's to 70's but looking closer the fabric looks as though it is from an earlier decade.
Again it seems to have a chiffon overlay or skirt - does the top also have this? can you show the skirt fabric?

Thanks for the descriptors:) The top is just the cotton floral. The skirt is chiffon again I think(I love chiffon), and here are my best shots of the skirt fabric. Third photo is with my hand underneath to show (hopefully) how sheer the fabric is.

i agree with empire, but those sleeves are not "bell" sleeves: a bell sleeve would actually have a hem that is wide, like a bell.

they can be described as full sleeves, or some would call them puff sleeves: but they are not bell sleeves.
 
Updating because I just found a label in this dress! It's sewn into the front seam of the skirt lining. I feel like a fool for not finding it earlier. Going by the label resource, would this then be 60's?
