Cute dress with openwork velvet loops on the collar back and shoulders. What would you call this treatment?

Unusual - crochet I think comes close to what it looks like. It has a snood feel about it. In the 50's heavier yarns were popular in crochet. Velvet loops is a good description.

It is reminiscent of crochet, but my first thoughts were "woven loops" and "interlocking loops of velvet". I agree - it's a gorgeous treatment!
