What year? And is this \"soutache\" on the bodice or ribbon?

Finally, I'm listing the lasttttttt bit of the stuff! Anyhoo, I didn't realize how cute this dress was 'til I got her on the manni! It's got a pretty poufy skirt/crinoline & bow. Would it qualify as prom? Or more "cocktail hour"? Also, what year? And is the ribbon bodice soutache?
