Can't fool this bunch. The correct answer is Ethel. I first noticed this about a month ago when I happened to catch an episode, and then remembered I had an ad featuring the very dress.
It's the striped one in this ad from 1951:
Since then I've noticed that she wears one in almost every show, and in one I saw today, she had on the one at the bottom left.
Considering how cheap she always claimed Fred was, she sure had a lot of $9 housedresses!
