Why are these pockets positioned here??

I have this skirt which is definitely handmade. It is unlined with a metal zip up the back. My thought is that it's from the 60s?? But I am also wondering if anyone can explain the positioning of the pockets. The pockets are on the front of the skirt 4 inches in from the sides, slanted, and they start 7 inches down from the waist. The bottom of the pocket is 16 inches down from the waist band! Is this just an oddity, a person who had extremely long arms or am I missing something in regards to this fashion? :puzzled:

The person may simply have been very tall, so proportions in general would be longer, and perhaps they did have long arms, and a long waist. To be honest those pockets sound like they would be in the right place for me! I'm 5'9", long-waisted, and I do have long arms - not freakishly so, just longer than average. Often shirt and jacket sleeves are too short for me.
 
I think its just the styling - that looks like a midi from the late 60s or really early 70s when designers are trying to make longer hemlines 'cool' again by doing interesting styling.
