I seem to remember reading somewhere (can't remember where) that fabric content percentages on labeling began to be required in the 70s.
Also, I see dry cleaning and iron symbols on the care label. I believe they were introduced in the mid-70s.

The style of dress fits into the era... that front pleat was common then. The length too, for that crisp professional look. Dress probably came with a little matching jacket, as was common then.
But I'm not handling it, just giving you what I see from the photos here and offering my experience. Take care.
I think the person suggesting 80s and the dress owner are different users.I totally see 70s as a possibility. Front pleats were very popular then, the 40s... they have a style revival often. But what do I know? You're holding it and I'm looking at a screen and offering what I can from my years of selling experience. Again, best of luck figuring it out.
