What is the piece of detachable material named that usually buttons in and out between the collar for modesty to cover cleavage or to look like there's a top under garment? Thank you

I think you are describing a dickey...

Edited to add: ...but, wait, "footwear"?

I sold a dress with something like this recently, and I wouldn't have described it as a dickey. I think of dickey as being a shirt/blouse front, whereas this was a piece of cloth just 4 or 5 inches square, literally just covering the cleavage. It attached with 2 poppers.

I called it a modesty panel, but don't know if that's correct.

Here's pics. It doesn't show up that well as it's white cloth against a white manni.

The OP may mean a dickey, of course. And a modesty panel is also the name for a vertical board under a desk so people can't see up your skirt!

I would also call that a modesty panel.
