Military Pea Coat

Here's a nice Military Pea Coat. Not sure how to read the tag, but it's from the 40s'-50s?
Any thoughts are appreciated. Not bad for $10.
No holes and the buttons are orignal and the back of them state: Pure nickel silver approved with an emblem that I cannot make out.
The care tag states:

Hi David,

The thing I like about military uniforms is that they always seem to come with dates - yours even comes down to the day it was made! I guess Feb 28th, 1950 was the manufacture date and perhaps August 2, 1949 was when it was designed? So you're right with '40s-50s but you have the luxury of pinning in down incredibly accurately.

PS, I'd call that an overcoat, rather than a peacoat, which is shorter - also the fabric looks like what the French call "Velour de laine": wool velour.
 
You are correct it is an overcoat and not a peacoat.

Do you know where I might find out a value? I might clean it up and try to sell it.
