What would one call this hip treatment?

    Puff waist? Puff hip? Bubble waist? It's a separate gathered puffy piece sewn into the dress, it's really cool! Never seen a treatment like this at the waist, not quite a peplum...

    Interesting, don't think I have ever seen that treatment before. Bubble waist sounds right to me as it really looks like a bubble hemline.

    Or bubble peplum? "Bubble waist" sounds a little like a medical condition.
