Vintage Fan help

A member of my family had this beautiful fan in her collection and I would love to find out more about it. Anyone on here know anything about fans please?

Well, the lovely fan doesn’t seem to be connected to the box, as the label says Lisle Half Hose and that seems to indicate men’s socks/hosiery:
