I can't help with the date. You're right about it being rather timeless. But the zipper pull may be a hint.
As to the loops on the collar, I suspect there was a tie of some sort or a narrow scarf.
It looks to me like someone sewed the Joseph label in it as well.
What does the original label say, please? I can't see worth a darn.

I don't think your size should be a problem as you can always buy a dress to fit your bust area & have the waist taken in by a seamstress. If you get one in time, that is! What is the actual measurement of your bustline without the cup siae? I'm guessing 38-ish?

That makes sense. The fabric is sturdy, but not what my mom would have called 'good' fabric.
It still has great color & no bleeding, unlike the label.

Tuck your blouses into your panty hose / girdle darling. There are also inside belts you can buy, but I don't know the proper term for them or where to buy them.

In the late 60s - early 70s, I made a lot of my own clothes. Sometimes from a nylon acetate, which is what I think yours is made of. If I recall correctly, I used metal zippers then, too.
Of course, I lived in a teensy town & the only fabric store was owned by my mom!

I would have to guess those buttons are not original to it.
The NRB label was used from the mid 30's thru the 60s. There's one in the label resource

All I can say for sure is that it's pre-1955 by that union label.
I 'see' late 40's. The buttons are throwing me off a bit, though.
It's a great color and - could it be linen? Or is it a mid-weight cotton chambray maybe?
This is a loosely woven cotton fabric from a mexican pullover jacket. I hope you can see the weave.
I suspect your lovely jacket is also cotton, but a tighter weave.
