I found the fashions, hair styles and the portraits themselves most interesting. I hadn't seen images of some first ladies.

I think it could be 1940's. Rick rack was popular then. And the print reminds me of 1940's. But let's what others say. The button up the back could be later.

I have had some success with smelly things by hanging them outdoors under a covered porch and deliberately forgetting about them. Like Jonathan says, the odor will eventually dissipate.

The vertical fabric on bodices is a flange. You described it well as: "... two vertical pleated panels that are attached on the vertical side toward the centre and on the top and bottom at the shoulder and waistline, but free on the other vertical side toward the sleeves."

It is clearly home sewn, probably to be worn under a short jacket or bolero. I think it is probably 1960's, judging by the shape and back buttons.
