I really don't think so, however, it is from a desirable period - 1790s is really hard to find, and there was that recent Regency auction where 1790s dresses took high bids. I think the fabric, and possibly the dress, is likely Dutch - they liked dark grounds, and dark cotton dresses are less common - most 1790s frocks are lighter grounds and either plain or with floral motifs. I think $5,000 is a safe price if it were on someones online shop, it might sit a while, but it would sell. $15.000 it would sit a LONG time... maybe eventually sell, but without provenance, the buyers would be far fewer.Yes it did seem very high.
