It's a cute vintage skirt, but I cannot figure out what the brand/label is. I'm guessing it's from the 60s/70s because of the style and sewing. I believe the label directions are in Mandarin Chinese.

Hi AudreyH and welcome to the forums.

These revival styles can be misleading: it's tempting to date on the style, but many styles come back again so it's best to look at the big picture - the fabric, labels, construction etc.

For example, the hem is sewn with that clear nylon thread that was popular with commercial manufacture in the '80s and '90s. It could of course be a '60s skirt that was shortened (along with a lot of vintage) when hemlines rose in the '80s but the labels suggest it's a lot more modern. I vote early '90s. Can't help on reading the label, sorry.

It probably does say where it was made on the label, but unless it was intended for export or made in a dual language country it doesn't have to be in another language.

Yes, label laws vary from country to country - in most western countries laws came in during the '70s requiring country of manufacture but even now, the detail is sometimes missing from small producers. The laws in Asian countries may well be different.
