30’s to 50’s Spanish Motif Skirt aging

This one I was was thinking 30s, very similarly in fabric to a 20’s/30’s clown costume I recently picked up.

So, it's just an open slit below the button?

In favor of your costume theory is that it looks rather roughly made—is that right?
 
The costume comment was just a note on the fabric, nothing else. It is pretty roughly made especially where the motif fabric was added.
