70's or 80s? swirl print day dress

I thought I had posted this a long time ago, but can't find it, so apologies if I did.
I am going through my 'don't know' pile in order to make some room...
The cut of this in particular the pockets, which emerge out of the princess seam, is identical to a 1980's/90s plain polyester shirtwaist dress I have but I wondered if this was 1970s due to the fabric print? The buttons look 80's to me...it's a home make so entirely possible the fabric was older than the design I guess. I'd love to hear your thoughts.

Did you mean 60s/70s or 70s/80s as I suggested Nicole? I must say I couldn't see 60's at all in the shape or length -which is below the knee to mid calf.

The collar is small - I've added a closer picture. Sorry I know that's not focussed well either.
I use our lounge to photograph when it's light as it has a large bay window one end and glass sliding doors the other, but we were still under snow when these photos were taken and it made the light really strange...all misty and blue, not the warm sunlight that makes good photos!
 
Late '60s to early '70s - is that polyester double knit I see? The length looks '70s but the collar is too small. Any chance it's been altered? I don't see '80s or '90s, perhaps except for the buttons, but we had those in the '60s too.
 
ah ha! the bottom hem is the only part hand sewn and it's just vertically tacked, so perhaps this was originally full length and they made the belt from the cut off fabric? It also has black covered shoulder pads that could have been added later - I'm not sure because they are machine sewn in with black thread, and the pockets & neck have black interfacing that also has black overlocked edges (though this does not look industrial - it's not very tight and looks different on the reverse than comercially overlocked pieces I've had do) The rest of the stitching is in teal thread.
 
The fabric is very 60s-70s. The buttons, like Nicole said, could easily be 60s or 70s. The collar notched collar is not overly large and you mentioned shoulder pads so it COULD be an 80s pattern and earlier fabric and buttons. That is the feeling I get but I think this is one of those pieces that you will never know for sure. Some things just remain a mystery.

If the dress was made from a solid fabric, I would think it's 80's. The design, minus the fabric, looks early 80's to me. I'm with melody in thinking it was possibly made from an 80's pattern with older fabric, OR that the fabric is 80's too, but just a throwback to the 60's. It's a toughy.
 
I think it's really cute, Melanie, and am with the crowd that thinks it's made of 70s' fabric but out of an 80s' pattern. I sewed most of my own clothing in the late 60s into the very late 70s, and kept yardage for years and years. I used a lot of "earlier" fabric in making up "later" patterns....
