It has a 'suit' like bodice and attached
shorts skirt.

80s right?

I would say early 90s. Those skort like things were around in the 80s but they were usually so wide they almost passed for a skirt, and they were usually below the knee in length, or at the knee. These are tighter and shorter, which suggests early 90s to me.
