Are they suppose to represent knitting needles?

They show up on my new Kangol jacket (bought in Korea) on the front and sleeve.

I never found a definitive answer for you, but...

-- there was an earlier logo (which I forgot to copy) that was simply the word Kangol and two lines dividing the label into four unequal segments, similar to the 1948 one below, but more pronounced

-- it looks like the things you call knitting needles evolved from those two lines dividing the logo as you can see in the 1948 and 1996 logos below

-- note the logo description as "figurative"

-- note the comment about the word Kangol not having anything to do with knitting
