Can You Guess What This Sterling Piece is Used For?

I browse auctions to see if I can find a good deal on one of my collectibles--Shiebler sterling jewelry in this case. The piece I'm showing you us from Tiffany was in amongst some Shiebler. I would have never guessed how it was used. I know now because I read the auction description, but I wonder if anybody already knows.

Please take a guess, and then I'll give you the report if nobody knows. BTW, that patent you can't quite see is 1875.

The tip looks like it should work as a tweezer, but pressing the handle would open the tip instead of pressing together. So I'm thinking it must be intended for stretching something. But what?
