Mine does have a tag, but I didn't realize it for a long time - it's on the inside of the pocket on the blue side (I usually wore it red side out, so I never looked at the blue pockets!). I got mine at a thrift store about 11 years ago, but I'm not sure exactly how old it is. The "Peony" brand that made my jacket got a mention in this NYT article from 1985, so maybe it's from around that time. They call this quilted jacket style a "min lap".
Also, you might want to do a burn test to see if it actually is silk - mine is rayon, but if it didn't have the tag saying so I would be hard pressed to say if it were silk or not. It feels very silky to the touch.
