I would guess early 1900s... when the first sort-of-bras turned up and and a separate girdle, waist cincher, whatever would be worn with it.
Hi, Victorian corsets were long, from the breasts all the way down to the hips. This corset is short, more suited for a beautiful silhouette than for strong tightening.
