Does anyone know this technique lace / crochet

Is this a table runner or dresser scarf. What is the technique called and how old would you guess this is. I am stumped, but I think it is beautiful.

It's very loose and uneven, but consistently so... not sure, but I would guess its tatting, it's not crochet.

I think it was made on some type of frame.
Do you think there is a ring in the center? Is it hard?

No it is completely soft

I wonder if this might be a type of Leavers Mill lace, cut and hemmed to make a runner. Leavers lace was usually sold as yardage and then made into runners, tablecloths, garments, dresses, etc. The hems were often done by hand.

I wonder if its some type of machine-made tatting - like a chemical lace where it's been sewn onto paper and then the paper has been washed away... (I am spitballing here...)

There is a type of Leavers lace that mimics tatting, as well as many kinds of lace. Hmmmm. Spitballin' too!

Definitely isn't tatting. UNLESS someone machine washed it or something. Could be a table runner?
