An item with hairpin lace pops up periodically. I found these directions which will be helpful to see what it looks like and how it's made. To make the lace, you need a frame and a crochet hook; the frames come in different widths.

The fabric is silk ribbon. Notice that the front and side front are both cut on grain parallel to the seam. The seam intersects the shoulder close to the neck. This is typical of Chanel panel jackets and makes it easy to have both sections on grain at the seam.
