Help Dating a Unique Vintage hat

Hi Everyone! I came across this hat at an estate sale and thought it was so unique and cool!! It does not have a label. I have recently ordered some hat books, but they have not arrived yet, so I was hoping someone could help me date it the meantime.

It is black velour and has a cool curly side accent with an attached rhinestone piece.
