Help Dating an Unusual Lilli Ann Jacket?

I thought this jacket was so amazing--odd, but amazing. :) It just looked 50s to me, with its swing drape, peter pan collar, and sleeve length. Are you seeing those sleeves? Whoa! Is there a name for them? I don't think the polka-dot sleeve interiors are meant to be cuffed upward, though it's a shame if not and they 'sorta' work that way. With them down, the whole jacket gives me a reminiscent-of-40s-military-nurse-cape vibe. ? The more I look at it, the more I wonder if I'm off on dating and/or draping. What do you think?

Speaking of Lilli Ann....when was the little "R" in the left hand lower corner added? My Lilli Ann has it, the one above does not. The example from 46-47 has it. And Lilli Ann with San Francisco would have been pre WWII or during WWII as "France" was added after WWII?

Maybe i am being too technical but can anyone clarify any of this?

Thanks, gals! I'd never seen Maija's Lilli Ann site; thanks! ...and it's on its way to a really nice person. I'd love to be able to watch her walk into the board meeting wearing it. :)

It was on eBay, when I asked. I just didn't know if calling the sleeves 'bell sleeves' was correct and started freaking, thinking 'What if it's 40s or, worse, 60s?' :)
