Help dating and describing dress

Hi. Me again. I am thinking this is 70s and that it's maybe an Harlequin collar maxi pinafore dress but not really sure that's what one would call it. Appears handmade. Where were these dresses worn? Theater/ musical performance? Girl from Oklahoma comes to mind. Any suggestions or info would be greatly appreciated.

Nothing wild about that dress - mid 1970s!!

It's a lettuce edge hem, on that white pleated trimming on the collar and cuffs.

It's not quite a harlequin collar, but not a million miles from it. I'd probably just call it a frilly collar and cuffs.

Not too much to add here however I had what looked like the same printed fabric dress awhile ago that was a Miss Elliette dress.
