Help dating brown velvet bell sleeve jacket

Been a very long time since I have been here. Hoping to get some info. from our knowledgeable members here on a brown velvet jacket I have. There are no fasteners. As pictured it has a full rounded collar seen at back that has a smocked look to it. Sleeves have same look midway down. Sleeves are rather full and fall to a pointed cuff. Sorry, I don't know all the proper terminology. Jacket has a light weight white lining in it.I am guessing perhaps 1930 ??

Yes, it looks like something you would see being worn over a satin or lace dress, or matching velvet dress from c. 1930-32ish
