help dating this black skirt/slip/petticoat?

    Hi friends!

    so pretty, but I can't for sure tell what it's worn as!

    metal zipper, with a thread and hook closure too- the tag reads the waist size

    Looks like a skirt. A Mexican pin tuck skirt hat once had an accompanying blouse, probably, though it could be worn with any blouse now.

    I agree a skirt. The pin tucks do remind me of Mexican dresses. All that gorgeous soutache! I’m no help on date. It’s really lovely! I can’t see the size on the tag. What does it say?

    It does have a Spanish rumba look, also, with the tiers.
