Help dating this dress

I posted some photo's here a few months ago and got great help on narrowing down the dates they were taken. So I'm back with one more - this is Emily but not sure if it's mom or daughter. Hopefully someone here can get me a time period for this style of dress. I'm thinking the young lady is in her later teen years, maybe even hitting 20.

This looks 1890s to me with the high collar and hint of the big sleeves that go outside the frame.
