Help Identifying Antique Hand Painted Enameled Belt Buckle

Recently found this old Buckle hallmarked M.R. Has hand painted Miniature looks like its painted on porcelain. also has 1865 scratched on the back? any ideas as to maker or age?

It looks Victorian to me and it looks like you have half the buckle. I wonder what the other painted piece would have been?
