The production code isn't helpful unless you know the key to what they mean and every company is different, and they also change... The shoes look mid 90s to me.
The Wannabe is the line first by Patrick Cox modeled after Pee Wee Herman's white square toe loafer in 1993. Jonathan is probably spot on with mid 1990s.
