Help! What is this loop for?!

I have been given this retro dress as a birthday present and cannot for the life of me figure out WHAT THIS LOOP IS FOR!!! Its slightly off centre to the general neckline, my only answer I can think of is to secure a neckerchief maybe?! It is actually super weird to wear because of the strange loop so I'd like to use it for its purpose

I have no idea but I think it would help if you could show us a photo of the entire dress - and closer view of the label. It may have had an attached bow or scarf that went through the loop (?).

A matching fabric scarf or length of fabric to make a bow.
