I believe it is a bag for
Boules. The game varies by country and region but is basically weighted balls rolled towards a target along a flat surface.
I think your bag is for the larger wooden boules rather than the smaller metal ones favoured by the french. Originally they were heavy boxwood root, but now due to a lack of supply they are a composite.
Whether or not it is handmade depends on your definition, I would certainly say it has been made by a person rather than a machine, but they probably used an industrial machine to stitch it. The rivets could have been done by hand or using a tool.
I would hazard a guess it is older than 1965, which is probably when the game went out of fashion at the time and was packed away. However it's prudent not to expect it to be very old, as a niche product like this has never been mass produced in a way that would require more modern manufacturing techniques.
