Help with dating this Paris Blues piece

Hello, this is vintage Paris Blues! The other tag with all the other information is so washed and dark blue. I can see beneath the fur stuck that this is Made in the USA and I believe it says Blue 9. Does Blue 9 mean anything? I heard that Made in the USA may mean pre 80s or 70s. I looked up Paris Blues and they began in the 60s! Also, isn’t off the shoulder a 60s trend? Don’t mind me I’m just eating my burger because I love burgers and my friends love when I get excited about food so they took these.

It's super adorable! Paris Blues first use in retail clothing was 1981, the label in your piece to me is 90's based on style and other pieces I have seen with this particular label. https://www.ebay.com/itm/226319867408
