This material did not "shrink from the flame" , but instead flared up and burned, Claire. I din't have a bead at all.

I have a dress in a very similar material that I could never figure out what it was (no tags unfortunately!), pics below for comparison to yours. The outer layer has a slight sheen and feel sort of like silk shantung, but the inner side of the same material is this shiny-ish black. Based on what I see of your dress, I believe they may be the same material. I just did a burn test on some of the blue threads, and then the black ones separately and while neither had a plastic-y smell necessarily, the black threads did seem to create a very small hard bead. Still not sure what this might indicate, but maybe it can help others with more experience narrow this down?
