How to stretch out shrunken crepe

Hello everyone,

Yesterday I scored an Ossie Clark "Judy" trouser set. In the wild! However, it was probably in the thrift store because someone washed it and shrunk it. It smells like laundry detergent. As it is, it has a 24' waist. Have any of you successfully stretched out loose weave "moss crepe" (that's what I've seen it described as). I'm thinking covered steamer and gently pull?

Would love success stories.

CORRECTION PROCEDURE
If shrinkage occurs, steam, stretch and dry crepe garment while in a stretched position. If flattening and stretching occurs, spray the fabric with a light mist of water and allow it to air dry. Usually, this will restore crepe to its original state. (from http://www.nca-i.com/crepe.html)
