identifying fur type on a cape and a funny little hat

the short jacket/cape is lined and super soft and silky black fur

the hat's fur is very rough! like a deer (reindeer?!) or more wild ish critter

The jacket appears to be dyed sheared coney (rabbit), which was a popular, more affordable alternative to Alaskan fur seal. The hat could be a Sámi (Laplander) piece, made from reindeer fur. If you do a Google image search of Sámi Laplander hats, you'll see some.
