Is this a Victorian skirt or petticoat?

I just acquired this beautiful skirt (over petticoat?) but identifying it is totally out of my wheelhouse! I think it’s Victorian, due to the aging, materials and the hem protection along the bottom. Can anyone confirm? I think it’s silk lined with cotton/linen. It has velvet and lace trimmings and has a double layer along the bottom. The color is a pale pink and purple with ivory vertical stripes. I will eventually list it for sale so any information on its value would also be appreciated. Thanks for any and all help!!

It appears to be circa 1900 or very early Edwardian, but it is hard to be sure from the photos. Can you show the way the back hem flows or sits on the ground? And maybe show the skirt laid flat so we can see the hem silhouette? It looks home made. Very pretty.

Oh wait I see the hem now. Looks circa 1900-1905.

Thank you for your reply!! I was considering Edwardian as well… I had to bring it home. I don’t know if I’ve ever owned a piece of clothing this old!

Do you know how to go about spot cleaning her? I don’t want to ruin it! I think I’ll just let it be
 
In the close ups photo it looks to be silk. If the spots are not that large or noticed, I might leave it as it is as spot cleaning antique silk can be tricky or do more harm than good, such as tearing the delicate silk. Its really up to you. The pink color and super feminine style makes it very appealing even with small flaws.

If it is cotton, its still a bit of gamble but often stains can be removed or made lighter on old cottons.

yes, it is silk. So, I think I'm just going to let them be! I'll leave cleaning antique textiles to someone who knows what they're doing!
