Item dating UK

I brought a piece from a chain vintage store in the UK and I was drawn to it, it doesn't fit me but I couldn't leave it because I believe it's antique. I work in a Vintage shop myself so I took it to my manager to see what she thought as someone that's worked in vintage for over 20 years. She thinks it might be older than the 1920s, possibly Victorian. Does anyone know in the UK of any place that can date garments?? I would like to keep the top but I would love to have a professional look at it and telll me more about it.

Hmmm - intriguing... At first glance it looks Regency, because of the high waist and low neckline. The construction appears to be all hand done, but the shirred sleeves suggest a later date - 1820s-30s or later than that. Also the amount of applied decoration is not very Regency in character. There was a period in the late 1860s - early 1870s when you find quite high waists, although not this high, and again in the early 1890s, but that's for aesthetes, and they abhorred fussy trims, so that doesn't work either. I am thinking it may be regional dress - early, but not fashion per se - Maybe French? Like Brittany? or Swedish? Some place where fashion has influenced a regional style or visa versa. It's very cool - it's not my area of expertise but it's worth exploring more. You could try making an appointment with a curator at the V&A? Send photos to them with a letter asking for their guidance on where to look.
