Mary Quant "playsuit" help

Hi! I was wondering if anyone had some more information about this specific playsuit, I know it's Penney's and Mary Quant but I'm not sure what year this could be exactly, or when this line came about, I'm still a beginner on this vintage stuff... late 60s? Also, I know there may be some people who know much about fashion/designers who are probably shaking their heads right now but what is this called, it has some sort of "skort" bottom and a sweet rounded collar with a zipper closure, it is just a romper?

Looks mid-1960s to me, Mod scooter dress style.
We have a 1960s Penney's International label with the same font and globe graphic in the VFG Label Resource.
