Mary, good point about the cuffs - I vote very late '80s to early '90s too. I'm confident there were shoulder pads originally, it has that dropped shoulder line that was popular in the '80s and shoulder pads continued for a little while. You can easily remove stitching from polyester and it doesn't mark.
Hong Kong was a British colony until 1997, so it predates then. You see it in garments from many decades, especially '60s. Since then labels more likely just say "Hong Kong" but it would depend on the company commissioning the work.
