Need help with brand/year

I bought this dress, unsure of brand if any. Tag shows Petites Studio. American sizing 6. Very much in style of Miss Dobby. Would love any information on both brand and era. Possibly 70's??

According to this article it being made in Sri Lanka would indicate it is no older than the 90s.
