This has the red, white and blue ILGWU label, but that covered a wide time period. The label says "Perceptions". It has flatlining screen on the upperside of the bodice, including a cloth portion on the back of the neckline. Those features make me think at least 80's, but the style reminds me of the early 90's.
1980s. The font really gives it away. You'd have to see it on to see the silhouette, this one doesn't look good on a hanger but the wide band should sit on the hips. That's probably what they'll write on my grave: "One more dress".
