over-skirt?

Hello,

I purchased this skirt recently from a woman who said she received it for Christmas on her 12th birthday. Based on her age, it would have been in the late 40's. She said it was a skirt - but I am confused because of the opening. There is one seam and one button. I have the seam placed in the back here, thinking it could be an over-skirt. But I dunno? :) I tried it on as a shawl too and it sort of reminded me of that. Any ideas? It's a fairly heavy felt/wool. There are no tags.

Have a look at the stitching down the open edges and the opposite seam. Is it possible it was a full skirt when she was 12 and later opened up to make an overskirt as she grew?
 
I agree with Melanie: it looks like a flared, circular style skirt that was originally sewn with a zipper and seam but it's been taken out. You can see the zipper stitches on the left hand side below the button. As it's wool, the stitches may have washed out but if you check carefully there should still be signs.
 
Hmmm.. no sign anywhere of a zipper or zipper stitches. The open edges are folded over and have stitching (some of it is coming out). Would you suggest sewing it back up and putting in a zipper? It's a cute skirt but maybe not practical of course unless worn over some pants or something? Might actually be kinda cute over a pair of cigarette style pants. Thanks!!

Also, not sure if it was let out to allow for grow. The skirt itself would be large in the area where it was let out (if that's the case) - the smallest part is the waist at around 25 inches. Seems like if it was adjusted to fit a larger size, that would need to be adjusted and not the full skirt part?
