Pinwheel? What pattern is this quilt piece and date of fabric?

I found this 25" X 19" piece of quilting at an auction. Does anyone know the pattern? Also, the reds in the woven cotton fabric easily bled when steam iron was applied. I will apply this piece to felted wool.
