Red velvet dress - dating

Hello,

I’m hoping someone can assist with dating this velvet dress.

It’s thin velvet with a full skirt and a delicate crepe-y fabric lining. Fasteners are snaps and hooks and eyes. There is a large flower in the back, and cold shoulder style sleeves.
